OK, here's a more politically correct reason: To be able to use the HOV lane your vehicle must have at least one person on board for every two wheels. [Yes, I just made that up.]

When I was in CA on the BC2BC rally a motorcycle split lanes on my left. I was going 60 MPH. It really startled me.
