Actually last week I saw zero battery temperatures bars and zero F temps. Again, not all of WA is Seattle.

Do you have LeafSpy to report battery temperature readings during 0 temp bars?
Or was your car stationary for 24+hours?
 
I've lent out my LeafSpy, so no actual battery temperatures. That day I started the day with two temp bars in the garage and it got colder while parked at work. I've been charging on L1, driving extra miles, cranking the heater and generally wasting energy just so I can keep charging all night long as a way of keeping the battery as warm as possible (I don't have the cold weather package).
 
If you want to keep the battery warm you should use L2 charging.
Also heavy accelerations as often as possible.
Also charge to 80% and discharge more. The lower the state of charge
the more will battery heat up during driving (especially aggressive driving).
Or if you have short commutes charge less than 80%.
