Non-EV with clean air vehicle carpool sticker

So I was going to my car in my parking structure today when I walked by an older looking vehicle with 3 clean air vehicle carpool stickers attached it. Having a Leaf (recent owner). with such stickers, I guess I pay attention more to cars that have them because I'm just more interested in EVs these days. Anyway, it was a Crown Victoria that obviously was not an electric vehicle. This annoyed me that someone would apply these stickers to a non-EV. Has anyone else noticed these stickers being applied falsely? First time I've seen it done. Is it worth reporting or should I just let it go?
 
It might be a CNG Crown Vic. EVs are NOT the only vehicles eligible for white HOV stickers.

Per http://www.arb.ca.gov/msprog/carpool/carpool.htm “White Clean Air Vehicle decals are available to an unlimited number of qualifying Federal Inherently Low Emission Vehicles (ILEVs). Cars that meet these requirements are typically certified pure zero emission vehicles (100% battery electric and hydrogen fuel cell) and compressed natural gas (CNG) vehicles. “

CNG vehicles should also have a blue diamond logo on them like at http://www.cngnow.com/vehicles/Pages/information.aspx.
 
Thanks for the informative reply...that's news to me. You are likely correct. Hadn't thought about non-EVs qualifying for the sticker. Too quick to assume wrongdoing...probably stems from seeing every other car in the carpool lane with just single drivers and no stickers to speak of, but that's a different issue!
 
A while back I also saw a one ton truck with specialized bed with the white stickers...and no it wasn't a VIA-converted GM truck (which if it were on the CARB list would have green stickers as it's a PHEV). Upon closer inspection it was a CNG-powered truck, likely the BAF-modified Ford trucks which are on the list.
 
Yes, I've seen:

Cars with blantantly faked stickers (Honda Fit; Toyota Camry)
Eligible cars with the wrong stickers (White on a Cmax Energi instead of green)
Eligible cars with no stickers

There are a bunch of scofflaws on "TMC" who have a Model S in CA, drive in the carpool lanes during restricted hours and refuse to apply the stickers, for various reasons. They stickers remain in their glove box.
