Anyone know if it should have come with the new charger, OR know how to buy one?
The dealer handed me one when I bought my 2018 Leaf w/ charger package in September. It did not come in the car with the EVSE bag. The holder is made of steel, is heavy duty, and allows you to easily slip in/out the EVSE controller box. I tried looking for a 2nd one, just in case I wanted to mount one at a relatives house, but I had trouble finding it. I am holding off for now, until I really need it.
I am guessing that you want to a holder to easily slip the box in/out, and not necessarily a method to permanently wall-mount the EVSE . I looked around to see what caught my eye for making this a DIY project and came up with a few ideas:
======
1. Wall-mounted (wire frame) iron/ironing board holder, similar to:

The wire frame should be strong enough to hold the box and allows airflow for cooling of the box when it heats up during charging.
I took measurements of the Nissan portable EVSE controller box (10-1/2"H x 4-1/4"W x 2-3/4"D) and realized that it measures very close to that of a typical iron (excluding the handle). The EVSE box, excluding cable, seems to weigh under 10 lbs.
2. Garage track system with hooks, similar to:

3. Garage PVC wall panel, similar to:

Hooks
https://www.homedepot.com/p/Proslat-4-in-25-lb-Single-Hook-12-Pack-13002/204743455
The EVSE box has four 3/16" ID holes on opposite corners, so 1/8" (std size) x 4" hooks should fit.
4. PVC pegboard with heavy duty hooks.

Also, I have my cable rolled up and hanging separately from this wall hook:
