Although it was never officially sold in Arizona, has the OP thought about getting a Chevy Spark EV? It has a liquid cooled battery and thus should survive the Phoenix heat better than the Leaf's.
A quick check of CarMax doesn't show any Spark EV's in the PHX area, but there's a couple of ones at their Vegas locations for $10k and no transfer fee to Phoenix, and several more for as low as $7600 with a $200-250 transfer fee.
