Okay, if you want to replicate this issue, here is my process.
1) Get on a slight forward decline.
2) Come to a complete stop.
3) Press down on the brakes a bit more.
4) Release the brakes just enough to roll just a tad.
5) Press harder on the brakes again.
6) Repeat 4 & 5 until the brakes are extremely grabby (usually only takes 1 or 2 cycles for me).
To stop the grabbyness, release the brakes completely for about 3 seconds and it will act normal once again. This is why I always thought it was caused by no more vacuum assist being available (or similar as pumping the brakes in an ABS vehicle in slick conditions).
