I drove it coming south from Monterey a couple of months ago, and the section from south of Big Sur to south of the Monterey County line is fairly winding, and there was some roadwork underway in that section that slowed things down (single-lane convoying) even more when we passed through, but that may be fixed now. It's not too fast from Monterey to Big Sur, open and fast from just south of the Monterey County line to San Simeon. 101 would give you a lot more options, but will be hot and a lot less scenic.
Having bicycled that section a few times now, I've got to say the elevation changes probably aren't going to allow a 90 mile range through there (see below). It's not that it's particularly mountainous, but you are either going up, or going down, continually. Probably my imagination but it doesn't seem like there's more than 100 yards of level pavement betwee Carmel Highlands and Ragged Point
There are a couple of small towns, Gorda and Lucia, along the way. Might be able to arrange some form of charging. Lucia has a nice set of rooms, though expensive, and a restaurant.
