EV Charging at Military Bases

I am active duty living on-post. The on-post policy for electric use has changed. I'm on JBLM. The way utilities works now is there is a pool of the same types of soldiers(2 adults 1 child, 1 adult 3 children, etc) I don't know specifics. Every month they determine what family is using more and which is using less. The higher usage families pay the difference. The median families pay nothing, and the low usage families actually receive money.
Now, on to my predicament. I will be test driving a Leaf for a day this coming Friday. If all goes well and I like it and can charge it from my car port, then I will soon be the proud owner of a Leaf. I just hope I can live with the 120 volt because I doubt I can upgrade on post.
How about everyone else? Anybody else active duty, living on post who own a Leaf?
