Yes, we call it the "Ice Park" position, as it's useful when you are expecting freezing wet snow or freezing rain. It's in the "Tips & Tricks" document here.

Or you could just say: Push & Hold the wiper stalk up after turning off the car to put the wipers into the service position.

But noting either of those will prevent "CoberTV" from getting click revenue for his youtube video, which is his only reason for posting on this forum.
