It appears to be more of an EPA problem than a GM problem...

I don't understand why this is so hard. Just put one label per fuel source.

Prius has one fuel source, so it has one label. Shows city and highway with range per tank.

Leaf has one fuel source so it has one label. Shows city and highway with range per charge.

Plug-In Prius and Volt have two fuel sources. Just put two labels on the car. Each shows up like the ones above.
