Tread depth has nothing to do with whether they can be inflated higher. If there is a safe tread depth, then they can be inflated safely up to the sidewall maximum, which is 51PSI for the Ecopia tires.
These tires are very low rolling resistance, and I think 42-45PSI is going to ride pretty well, and get you nearly as low RR as 50PSI.
