Here is my 2 cents:
- if there are cars there, that's just your tough luck
- you can unplug if they are completely full of charge (though I wouldn't do this all the time) - make sure you know they are done.
- if you are using the plugs for a certain location, be courteous and purchase something from that location everytime you use it, especially if you are walking somewhere else.
In all honesty - if you are not frequenting the location the station is set at, I would only charge there if you needed the range. If its just to top off or something, that's a grey area of etiquette that most people don't cross and you might get some uncomfortable/rude encounters.
