Interesting photo Dave. That is not where the water got in to though. On the Volt the plug is in a box that mounts to the fender.. Water got in the box (not through the plug, but somewhere else), and seeped down into the water harness. It then freezes and breaks the wires/shielding. So the car side ground then became open not allowing it to charge. So the water did not come from the EVSE plug, or the cars plug. There is some kind of defect in the actual box/harness that is in the fender that allows water to get in to the unit somehow. My Volt Advisor told me GM has been aware of the problem, and has been actively working on a fix for a month or 2 now. The battery issue took priority however, but in the future they will be rolling out a campaign to fix the water intrusion issue.
So nope. Not coming in through the plug. I just spray it out with the cleaner to protect against corrosion, and displace water. I recommend you guys do it too. Although then again it is my aircraft maintainer side coming out. Everytime you remove/reinstall any connector you must properly treat it with corrosion preventative before reconnecting. If I would have known water was getting in elsewhere I would have probably sealed it using a rubberized sealant. I am not sure where it is getting in though, and they really didn't go in to great detail on it. For me it seems like a simple fix with sealant. Either wet sealing the assembly together, or something to that effect.
